Not sure what time you're playing, but EU prime time (for me California noon to 2 p.m.) is popping off hard. Had a nearly 200 vs 200 fight in Reikland today, resulting in a successful defense on Orders end at the outer door- plenty of killing for war bands, 6 mans and solo leechers and gankers. If there's "nothing" going on, there's always scenarios or you can start an open war band and rally your faction to get some momentum going.

It's all the time of day your playing. EU primetime is always the best time to play. However US primetime isn't that great but sometimes on weekends it can be.

As someone who constantly complains about NA being dead, this latest patch has helped a good bit actually. All the devs can really do is continue to fix RvR like they have been, avoid the wrath of DDOSers, and possibly streamline leveling further through t2-3.

Players will slowly come back over time, and we can get back to having ~400 ppl online during all of NA time where it was in a decent spot.
