Keep in mind, block is more expensive for RR than parry or dodge/disrupt. The same 20 RR for 18% parry will only get you 10% block.

Though 10% block is as good as 10% parry and 10% disrupt and 10% dodge; so for PvP it should be better.

Resolute Defense x3... that is a lot of points invested. Can you guys tell more how/when to use it properly?

You don't, you forget that it's on your toolbar, you hit it by accident so it's on cooldown when you really need it.

In all seriousness, pop it when you don't want to get CCed, keep an eye on your immunity timers, Initial fight can be good, but not needed if you get some free CCs.
