At what time can I play to actually get some decent RvR
I am on EST time and was wondering when I can log on to actually do some RvR in T2. Questing seems to be a pretty slow way to level up, and I really don't know anyone willing to powerlevel a level 15 WH, nor can I afford someone offering those services. I can solo grind, but being a WH at level 15, I can only do 1 or 2 mobs at a time so that would be pretty slow.

Between 4:17am and 4:26am is the window of gaming rvr glory that you're looking for. That is, excluding every other Tuesday, Thursday, Wednesday, Saturday, Monday, Friday, and Sunday.

Seriously though, the server is an EU server and the largest concentration of players seem to be Europeans, so think about what time it is where you are and add 5 or 6 hours to that. Typical peak times are in the evening, so for you peak times will probably be in the early to late afternoon.
That said, right now the playerbase is a bit lower than usual. The month of downtime has taken a lot of people away from the game. The population will probably recover. That said, the most populated tiers are typically 1 and 4. T2 is active but less so, and T3 is pretty inactive. With the reduced playerbase that means that T2 and T3 are dead quite a lot.
Leveling solo will probably be painful for you, but you might have some success finding a group of people who want to grind and move up more quickly that way. Joining a guild might be helpful.
You can also consider debolstering. In RoR you can stay in a lower tier for ORvR if you meet certain requirements. To see the requirements in game, type .ror debolster. IIRC T1 requires you to have no mastery points spent, no talismans, no gear over level 9, and no more than 9 renown points spent. Just keep a low level gearset, respec your renown and mastery to the correct levels and you can RvR in T1 for as long as you want while continuing to get XP and renown.
