Are you exiting the game properly? The settings won't save if you crash or alt+f4 your game.

Fixed. The UserSettings.xml.legacy1 was NOT read only, which is correct, but the other one, the regular "UserSettings" file which did not have any other file abbreviation after its name was marked read-only. Unchecking that one fixed it. The game downloaded and installed this way. If anyone else gets this issue, it should fix it.

Glad it worked out for you. Quite a headache getting your eardrums blown out every time you start warhammer.
