Game ran on a 8800 GTS back in the day. You don't need a beefy GPU. Game only will use two cores of a CPU; a 3.2ghz dual-core processor ran the game on high all-around as well.
Most of the cheap GPUs today are better than a 8800GTS from back then so you will be fine there. CPUs just get anything dual core or quad core that runs at 3.2ghz or faster. Hell you could probably run this game on a AMD A8-7600 APU (CPU + GPU) on high settings.

I run an old Core i5 760 with an Nvidia GTX470 and 12GB RAM on a 160GB SSD. I run every setting at it's max and rarely see lag or an fps drop to an unplayable range unless it is server-side which we can do nothing about. I do use EVGA's Precision application to set my graphics card's fan to a higher speed than delivered, and I overclock my CPU from 2.8 to 2.93GHz, but that's it. A several year old 4-core Intel CPU and a 6 year old Nvidia 470 card. RAM usage really never goes over 2GB, and CPU never spikes above 50%. The biggest bang for my buck was the SSD which helps speed up loading and zoning.
While the game may only use 2 cores, 2GB RAM, and requires only a GTX470 or better, I can't in good conscience recommend buying such outdated technology, regardless of the cost. Get a newer quad core CPU (Intel or AMD), as much RAM (8GB minimum) and GPU as you can afford, and consider an SSD if not for both the boot partition and games, at least for the boot partition, and store games on a speedy HDD.
A comparable (better) NEW CPU and GPU to what I use would be today's Intel Core i5 44xx series and a GTX950, for ~$189 and ~$139 respectively. Check into a speedy SSD and try to run the game from it; a reasonable SSD is the OCZ RD400A 128GB internal drive for ~$130; extremely fast reads, and since we don't really write to the drive playing this game that is really all that matters.
Another thing to consider is your internet connection, as you may have high speed, but not low latency. Check out DSLreports.com and consider their latency test to give you a real-world idea of your ISP's quality. If you score bad, take the results to your ISP and call them out. I did, many times, and I now have excellent speed and low latency just by being persistent.

Some solid advice, although I wouldn't advice getting the weaker 900 series cards, they have FPS slowdowns from lesser bitrate. Do not get a 128 bit card, it will not perform the way a 256 bit card would in the same price range. An Nvidia 950-960 will get less performance than an r9 380 simply because of bitrate/memory controllers. Yep, engine is crappy programmed. In large Fights frames allways Drops down on a PC which runs gta5 on high smoothly. But on Lunch in 2008 it was even crapier... But the game is fun =( =l =)

I'm on a terribad HP laptop with a now broken touchpad (no mouse) and I can still somewhat decently play this game... I think whatever cp you end up getting you'll be fine

Woatan I will give you what I am running RoR on. I have had this laptop for 6-7 years and haven't had any problems running RoR or WAR on it since I got it.
