Fasted way to level?

Not sure if this topic gets brought up a lot, still fairly new, was wondering if anyone has figured out the fastest way of level. I assume It's getting 'boosted' in the tier 4 areas, but finding someone willing to do that is nearly impossible.

Anyone have any tips and tricks they can share to help others hit 40?
