Does anybody know the name of this add-on?

Hello all,

I am looking into add-ons and such, and I found this add-on in particular in which shows what appears to be a cross-hair add-on for combat:

Does anybody know where I can download this? Does anybody know the name of this? Please let me know, thank you!

Exactly its called RVMOD targets - RVF_eve online. I believe it comes with the RV MOD packet.
