Looking for specific unique dwarf back piece

Found a fellow IB the other day wearing a unique, what I presume to be, dwarf only back piece that I remember from live but as I recall it was only available for a brief period of time and then they removed it from the game. It was grey and looked like it had sections of purple and gold and displayed an image of what looked like a dwarf sculpture. I believe it was a time unlock but could be mistaken.

Does anyone know the name of the cloak or how to get it or if it is a tome unlock the name of its entry?

I was not able to get a picture of it, for some reason I can't view what gear they are wearing in armory (probably issue because I'm on mobile), I could not inspect, and when I asked if he would be willing to tell me the name of the cloak or how he got it he refused. Not saying those things to insult the person just providing detail in case someone where to tell me to do any of the following to find my answer. I have no issue with him deciding to do withhold information, he has every right to regardless if people disagree.

Any help would be greatly appreciated. I've been searching online since last night trying to locate it through what little I do know about it.
