Launcher is only a black screen.

Hello, I have everything, files and launcher yet when I launch the launcher it is just a black window, I hovered my mouse over where I can type in my account info and that does seem to register , I tried playing by blindly typing in my account information hoping that it was correct and clicking everywhere to start the game, I always seem to manage clicking the "forum" button but not the "play" button as it never actually launched.. It seems this is also the case with other launchers such as for an example the minecraft launcher I have yet if I run the java launcher version I can see just fine, can someone think of something my pc needs ? Because all I can think of is that I need certain software.. I have recently formatted my pc too.. although I do play my other steam games just fine and I did install the direct x 9 requirement software that was mentioned in the installation guide. Any help would be welcome Thank you!!!! WAARGH ?
