If my old name is taken is there any chance to reclaim it if the account it is in use on is inactive or do I just have to suck it up?

we had one count of this before the devs can ask but wont grant you it unless the owner says its ok.
Khorlar, Thorvold, Sjohgar, Anareth, Toldavf, Hartwin, Gotrin and others -_-
