The problem is, that an individual can barely get their armor/weapons, and if they do, it's just about the time they get out of that tier. So you don't actually enjoy being at the top of your tier, you are just preparing to not get absolutely **** faced slaughtered in the next tier. This has been sort of fixed with the new tier level caps, but it will go back to being the way it always was once t4 is out. Why should I struggle to barely be able to get my gear by the time i'm out of the tier? Half the time you don't. I had toons that hit 12 and din't have their t1 armor set. I gave up on doing the t2 armor set. t3 is nice because there is a level cap, you don't have to worry about leveling out, eventually you will get the gear. As soon as t4 releases, there will be atleast a bit of balance for a while. Until people start hitting rr60+ and then all of the fresh 40s coming in will be extremely easy kills. There should be some balance about gear, the higher levels are more powerful anyway with extra abilities and renown. It's really not fun to play when you get 2-3 shot by everyone and you can't do damage to anyone. I can't express how many times I just sat back on my with hunter when I first entered t3. and you HAVE to do scenarios for your stalker gear, so you can be relevant.
