That works too. All solid ideas, thanks for the input everyone. It is nice to get good feedback like this (as opposed to the typical egotistical back and forth comments with no purpose).

New players shouldn't be forced to be "hardcore" from the get go, especially for a simple horse (main point). I understand games are time sinks but they are also meant to be enjoyable. This isn't a freebie either since you are required to do some sort of work to get it (whether that's keep takes, or a newbie chain quest is up to the devs and database team).

I just started leveling a butcher alt and did strict 1-11 kill rvr quests and finished with 1g and change ;)

thing is, theres a huge speed gap between the 25 and the 50% speed mounts, and hoping into the lake in t2, considering how zergy things are, the slow mount is just a death sentence, you'll get caught up to and killed all the time

was lucky enough to make my first toon before quests nerf, main payed my alt's mount, now broke on all toons and wouldnt do it a 3rd time ^^

Just decrease the cost of flight masters, it's enough.
I didn't know the reason of this amount, but for me, since the amount of gold gain as decreased, it's the biggest drawback (sorry i don't know the exact English term) for the movements in the game. No more scouting, etc, it has just killed this pleasant part of the game. Now you just sit in place, asking where is the zerg. It's a shame for me, that like little committee roaming.

As long as you make kills to get item drops, you get enough gold by selling greens to the vendor.
Warbands are more of a problem, as you share any income with too many players and the kill/player ratio is usually worse.
Dying is no option.

This. I just went back in the game, leveled a SM only in pve 1-12, made 12g.

i like too renork suggestion and it connect fine to the very reason why t2 mount was lowered from lv 20 to lv 12: which is the need of the mount and the need of everyone to have one as soon as possible to have less disparity between high and low levels.
Which have also link to other type of inequalites that a quest could fix.

Its either a bit lower gold for 50% mount in t2 or make it usable 22lvl+.

it could be also a good idea put it 22+ and simply use the 25% mount for t1-t2

so thaat you end use 50% for t3 and 60% for t4

Add a mount to rvr gear merchants - cost can be 10 scouts medallions (~5 keep takes or ~30 player kills) or 60 scouts emblems (~10 sc wins), and ofc keep the current one for 10g. That way people can do rvr, scs, or pve to get a mount.
