NPC spawn fail! Can't complete quest!

Ok, so right now I'm tring to finish "The Doctotr's orders" quest and I need to kill the escaped patient who I can't bloody find anywhere. I think I once killed him but that was before I picked up the quest.
This is not the only one that is problematic there are plenty of quests that are so damn frustrating to finish because the NPC doesn't spawn. Another similar one is when you need to speek to Liutenant What's his Face who the map indicates is located just south of Grey Lady Coaching Inn.

Ok, nvm. I managed to find to find the Escaped Patient, he's hidden in one of those tents nearby. Still, some quests are so frustraiting because either the NPC is very well hidden or really actually doesn't spawn.
