Where can this infamous lizard be found?

I'm new to the game and I've some doubts about the build I should use.
I play a little bit of everything (sword and shield) - sometimes RvR, sometimes solo-scenario, sometimes group-scenario.
Which of this two builds is better? Is there are some better builds?

This thread would be much more useful if expert KOTBS players would discuss their build, how to behave in scenario/rvr, which skills to use etc etc. It would really help new players and players who want to try the KOTBS for the first time.
