Is it true that rested xp regeneration is higher in capitals (IC / Altdorf) than anywhere else in the game ?

Atm I'm trying a defensive 2h spec (thanks Dalgrimaar!) that takes all the goodies from brawler, and provides the group with the aoe snare. I am running with 40% base parry (can go up to 46% if I swap the armor 3-set jewels for the 2% parry jewels) and using the epic 2h that gives a parry bonus upo...
