It was a long shot, but I went to control panel->Mouse and turned off the shadows of the cursor icons. Now it works!

I have solved it!

Nope, no programs, it's a regular genius USB mouse thingie, and I tried running as admin. Even closed the rainmeter because I believe that was giving me problems.
