this is a Bug which does not happen all the time, but if it happens its annoying:

Scenario Pops up and doesnt let you join because you are in combat - even if you arent in combat anymore. Doesnt even happen to all group members who were together in combat, but to some.

Problem solved. His Folder was just 9,9GB, instead of 10,4 GB so some files were definitely missing. Strangely dispite that he could play the game under the circumstances explained above.
