Question about loot bags (contents not drop rates)

I've searched and wasn't able to find an answer.

I was wondering about how gear is determined within a loot bag, specifically the gold bags.

I'm at RR65 currently and have a full Vanq kit. A few levels ago a gold bag included an Invader piece (great!) but the subsequent gold bags only included ...
