This is indeed the solution to the problem.

I started up the game again after a long break. I understand that Nerfed Buttons got disable (I had it active at this point), but not knowing this quickly learnt that all my abilities would be placed on CD as soon as I entered combat.

Since then, I have disabled, deleted all Nerfbutton folders ...

There are only so many generic responses in our ticket system. GM's don't handle replacing items, resetting quests, taxi service to mysterious lands, etc. We will occasionally step in to make sure the server as a whole is progressing in RvR, but most individual character issues are not addressed ...

For clarification:

I'm hoping to have a quest reset for me, I'm not looking for an item recovery.

You no longer need to have trainers, mailboxes, auctioneers, vendors & bankers as friendly target when interacting with them. Being within close range (22 feet) of them is sufficient now.
