Could you elaborate on if the Clairvoyance proc has an Internal Cool-down different than the standard 0.25 s ICD? In the database page for it ( https://war-abilityviewer.dalen.io/ability/35688 ) there is a sneaky entry stating EventTargetCooldown: 10000
