Return of Reckoning

I've been playing T2 RvR extensively over the past couple of weeks and it seems to me that supply lines only move to Dwarf reliably after 2 BOs have been taken there.

After a dwarf lock, supply lines will not open in either Empire or Elf, even after all BOs are taken ...
