offensive and defensive do seperatly afaik. (aka str + armor is possible)

in normal war you can pot: 1 crafted and 1 pvp/rvr pot

PvE, rvr vendor and quest pots all have different timers, so yea triple potting.
Quest pots should run out tho sooner or later now.
