it's balanced enough for group pvp, which is the emphasis of WAR anyhow.
factions are balanced, as in, it depends on the time of a day and who's winning for the zerg to start forming, either Order or Destro, but it seems there are less destro on a whole, by a small margin.

TL;DR (where it belongs, at the TOP): My perception is that the factions aren't as balanced as players who mainly play Order claim, but I freely admit the problem may very well be my tinfoil hat. Seeing an actual descriptive stat-breakdown of scenario trends would go a long way toward putting the bias argument to rest, but I won't hold my breath waiting for it.

While I can't say I agree that the factions are currently balanced, I will concede that I, like most humans, suffer from many cognitive biases and am often fooled (i.e. thinking I see patterns which don't really exist) by randomness.
I won't bore you with tinfoil-hat arguments re: Order's advantages over Destro, as it has been done before by players far more competent/experienced than I (and it doesn't take much Google-fu to find informed discussions on the subject). What I will do is suggest that there is a reason why many Destro players are so demoralized that we/they often won't leave the warcamp--even with AAO bonus--to mount a keep defense. Or why winning a pug vs. pug scenario is so rare that it feels like hitting the Lotto. Perhaps we're all just a bunch of whiny sore-losers who need to L2P, if the x-realmers in /advice are to be believed.
But hey, I've admitted to being fooled by randomness before, so maybe me and much of Destro just caught a string of really bad luck that will all even out as the coin-toss approaches infinity...
Still, I'd be very interested in seeing the scenario stats, with W/L ratios and group composition, broken down by tier & time of day, in the weeks/months leading up to each raise in the level cap. If the factions really are balanced around group rvr, then it should reflect that in the numbers. It is amazing how seemingly small differences can make a huge impact in complex systems.
Anyway, I'm starting to bore myself typing this, so I'm gonna just put my tinfoil hat back on and wait to see if the situation improves when T3 is released.
p.s. I realize that this last part may be too optimistic, but I hope I haven't encouraged any armchair-strategists to pontificate on how "easy" it is to hard-counter Order given certain Destro compositions. If what you are saying is true, then it will be reflected in the data (and I'll happily take off my tinfoil hat and admit my perception was off/biased). Without the data to support your argument, it just comes off as another self-interested party passing itself off as neutral while trying to protect its interests.

I Havent played here for that logn but when it comes Sc's i would say it seems fairly even.
yeah i have had times when as soon as i joined a Sc we (destro) got reckt so bad it was ridicolous, over and over.
But on the other hand i had times when its been the other way around, we have reckt order so badly they stopped leaving the spawn place.
And also many times it has been fairly even we won some we lose some and the fights has been even, a few days ago i lost a northenwatch with only 6 points we had 493 when they won
