Can't buy T1 Recruit Emblem gear

New here, don't know if this is a known issue, but i'm currently at rank 8 and rr 8 i have 14 recruit emblems and when i try to buy the decimator set it just says :"You do not meet the requirements to purchase this item". Again, sorry if this is a known issue, i searched on the bug tracker and on the foruns as much as i could before posting.

Because you're trying to but a set of gear with emblems when they cost medallions.
Medallions come from RvR, where as emblems come from scenarios. Although on the off chance that you have the medallions for the decimator gear the only guy you can buy it from is the one in Nordland. But if you don't have it you can get a scenario weapon from the Recruit's Emblem Quartermaster in Nordland for 10 emblems each .
