Is there any real reason why only one of the three tier 1 zones is unlocked?

Low population.

all zones are unlocked and you can go to all of them via flight master

RvR zones are locked tho. For a while they were not, but people would just take them for free and all the real fighting was done in EvC.

It's been a few days but the last time I was in T1 there was an abundance of players on both sides. The moment the zone became locked we would just zerg in front of the other side's warcamp. We tried taking the fight to other zones but, yeah, that wasn't possible.

I do think it might be reasonable to at least partially open zones up.
If you are that concerned about T1 exploitation you could have extended amounts of times pass before a zone unlocks again or have it work the way it currently does in T2.

Completely shutting off two thirds of the first Tier RvR-wise seems a little sad though, for both new and old players alike.

Rotate the active rvr lakes in t1 as well. People just need enough intel to know where the fight happens. The other rvr lakes are too good to skip.

T1 zones weren't reworked code-wise to accommodate for the new RvR mechanic.
That's the only reason they are "broken" with only one staying active all the time, as far as I'm aware.

t1 rvr isn't really finished atm..
the Dev's I don't think have that as priority ATM as they are super busy enabling all the tiers content.
