Maybe it's only the times I get on and it's better during the day, but doesnt it just seem like all Destro does is sit in Warcamps and say its because Order is "Zerging"?

AFK / Bored / Waiting on SC pops

At level 26 people who don't roll alts find ORvR meaningless, with no RvR gear, influence rewards, player drops, etc... all being overshadowed by vendor gear etc...

T3 should make it a bit better

When destro goes to wipe order its usually mean wipe their items, because its not normal. So better stay at wc.

I enjoy doing ORvR even at rr30 with BiS gear on my WH, just i'm sure that's not everyones cup of tea. Scenarios are also always fun.

For a lot of people scenarios will be all they really want to do until T4 and city pushes. They see ORvR as a means to gear up so you can have that edge in scenarios, and after that fact there isn't much reason to play ORvR properly aside from gank groups.

True, but then late bloomers like me never get geared because we've been eyeing Madreds from the mailbox all day.
