What was the story about armor sets

Guys, Im new to this game and here and there i see discussions about old armor sets that people want back. What is the story behind all of that, why these armor sets were deleted. Was there specifically SCs armor sets?
Also people say not to buy anything before item patch. Does people know some details about that? What will this patch edit in current sets?

"In the July patch, we’ll be tackling the final piece of the puzzle, which is Armor Sets and end-game armor set bonuses." Event ends July 31, so wait another 10 days. They will somehow rearrange stats on set items and set bonuses.

Theory I have - set bonuses will be flat (This value is applied to each bonus on a set, no matter the required number of pieces equipped. - from wiki logic). If they only recalc bonuses - it will change almost nothin, -8 stats in one place, +1 crit in another. Current BiS will be same, only cheaper. If some stat switches will have a place - we will see new BiS
