Outside Lake RvR

I understand that in any lake, players are flagged for RvR. In Scenarios, players are flagged for RvR. But I always wondered about the non-RvR areas...
The other day I had to cross the RvR lake in Reikland to get to an NPC on the Chaos side of things. And while I was able to fight any Chaos NPCs and their enemies on that side, I wonder what would happen if I ran into a Destruction player.
I am hoping that there is a flagging system setup. If my WP runs into a Chaos Chosen, and neither of us /PVP to be flagged, we shouldn't be able to attack each other. But if both of us did indeed flag by type /PVP (or /RVR), I hope we would be able to fight each other.
Since we can flag outside of RvR, does this mean we can do so and fight against other players in PVE areas?
This would be so epic and amazing! We could organize attacks on enemy chapter points and towns, or just know that if we are presented with an opportunity, we can flag and see if the other player wants to fight as well.
Is this possible? Any thoughts about this becoming possible?
