Can't upgrade rings from last years twilight tide.

In the past have been able to upgrade rings from the previous event. Now I'm unable to upgrade iron ruby signet to Annuli. I have the iron ruby signet in my back pack with 3 pure iron and 2 flawless ruby. I keep getting you do not meet requirements to purchase this item.
I hope its not the case that we can no longer upgrade from previous events I just spent 650g to buy the 2 flawless rubies.

Did you try the vendor at the Isle of the Dead?

Did you get tricked by the system and get the level 31 ones with the exact...same...name...?
