[WE] Returning after 2 Years. What changed ?

Hey Peeps,
after a long Time i thought of spending some Time in RoR again. I have some Questions while figuring out the Game again.
My WE is RR 83 and full Sov atm.
What are the Changes for WE ?
Became WE WB viable ?
What are the Skill/Gear-Builds for PvE, roaming PvP and WB PvP atm ?
I hope there is someone who can answer my Questions
