Quest bug, does not show in ToK, unable to take, unable to share

Hello, on my character Alteran (dok) the quest All the King's Horses (Reikwald Fort Quest for Destro) does not show in my ToK. Others have been unable to share it with me (states I am already on it). I also cannot pick the quest up from the NPC (doesn't show any icon above head). I assumed it just wants showing and would still give credit, but after taking the fort, I did not get completion and the NPC in IC does not show an icon above head or allow completion.
It has been like this for 2 days now. I have done the quest many times in the past without issue. I only have 7 active quests in my ToK. I have tried reloading, changing characters and back, and doing /stuck.
