I cannot abandon the quests in the tome of knowledge.

Hello, I am having an issue with quests. When I attempt to take on a new one, I receive a message stating ‘too many quests.’ I have attempted to abandon 10 or more from the book, but the message continues to appear. If I log out and log back in, the quests I had abandoned reappear in the book again.
It only happens with my squid herder, called dizparate.
