I think it is more of "do we have time for this" than it is "can we do this" situation. The devs have been extremely busy getting Lost Vale up and running. I am excited to see what comes next.

A Skavan-based weekend or live event like AoR had would be how you implement something like this. Your rat-ogre for example, with a meager handful of powerful abilities like you would fine in a moba skill set.
Building a unique class with a full set of animations, gear, abilites, tactics, etc. is an entirely different enchilada.

If they can do something as complex as adding dungeons, then expanding or tweaking the character creation options (like adding hairstyles, faces, or other physical features) is definitely within their capabilities.

Are you thinking purely in terms of cosmetics, for example I'd love to see Chaos Dwarfs in game as they were my first ever warhammer army when i was like 8 years old.
Or are you thinking in terms of archetypes / roles? The existing classes are pretty well balanced with 3 tanks, 3 healers, 3 melee dps and 3 ranged dps per realm. You could potentially add 1 more to each role, but that still means creating 8 new classes in total. You could create a new archetype outside of tank/heal/dps, like buffer/debuffer/cc focus. But I've got to imagine that would be a nightmare to balance within the existing game.
I don't think the devs would want to create a whole new pairing for new races, even though that would make sense with teh way the game is structured. Its just too much work for an emulated server.

Ekaslime has huge amounts of work on Hypothetical War blog and has literally made new class Heavy Splint(offensiveish Tankish/Tank Killers spesifically)
