You may need to exclude war.exe and rorlauncher.exe in your antivirus/firewall.
and/or
You may need to use a VPN.
www.hotspotshield.com is recommended and free. Use the UK server.

Excluding all of the programs in your firewall fixed the problem for me. Try that.
