Return of Reckoning

Earlier today, a Dev made a joke about restarting the server, then proceeded to actually restart the server a few moments later. I think that a really good way of doing this would be warning everyone on the server that a restart is impending in 5-10 minutes, just so everyone has enough time to gather their things and logout in a safe place.

Normally we announce it. The restart was by accident.
