Chosen are tanks. They do not kill healers because of their low damage output over time.

Your targets should be DPS classes if you are trying to secure a kill. Or guard a DPS and CC players trying to kill him.

1. Discordant Instability.
2. Dreadful Fear.
4. Dreadful Terror, and Withering Blow when available- with Fead on the Weary tactic.
3. Full strength talis (those should be available after last patch shouldn't they?)
4. Spam that Ravage. Spam it.
5. Remember to equip a shield and not 2h. Won't loose much damage, and since order will think you are deftard tank they won't attack you anyway. And use the racial absorb as second tactic just in case.
