Noswolf the Architect in Inevitable City

I am on the companion quest Feathers and Blood and should speak to Noswolf the Architect in IC. But there is nothing marked on the map at all and I have no clue where this guy is. Any ideas?

Found him, he stands on the stairs in the arena, left to the guys that hand out the Sacellum quests.

Noswolf is often found near a construction site, sometimes with construction worker NPCs around. He wears a dark cloak.
