Return of Reckoning

Something that's been bugging me forever is that the PQ tracker that tracks progress of PQ stages & City Tracker (not even sure WTF that does/is) do not show up unless I go in the layout editor and "activate" them by going into the Windows option (the window that brings up all UI windows that can hide/show and lock/unlock by checking a box) to hide then unhide them. They are not targetable unless/until I do this (as seen by the screenshot). I put a red box around both of these windows showing what it looks like of them not being able to be targeted to move or anything in the UI layout editor and you can also see directly under it the Help Tips window is hidden (black box with black font color) while things like Objective Tracker, Battlefield Objective Tracker, Zone Tracker, Open RvR Tracker, etc all show they are "shown" because their box is filled green with the blue box color around it and white font color. At the top of the screen you can see where the WarBoard bar is (says TidyChat, TidyRoll, and the end of the clock's time) but even with all addons disabled those 2 things (PQ & City trackers) don't show up unless I manually "hide" then "show" them.I have tried disabling all addons and even did a full uninstall and reinstall of the game over the weekend. It is beyond frustrating and annoying that in order to see PQ info I need to do this. How do I solve this issue?

Also in terms of what addons I normally use that I've disabled trying to see how my game works without ANY addons at all are as follows:

open the file below directory.

ReturnOfReckoning-March2020\user\settings\Martyrs Square\Charactername\Charactername\EA_ObjectiveTrackers\ModSettings.xml

change the value like showing, size, scale, yOffset, etc... and save file. then restart game and check something changed.

Make sure warboard inf is disabled, I found that to cause this. I haven't looked into why it causes it yet or the fix (other than disabling it)
