Hi', I'm from Russia, the Launcher starts, but the update slows down and an error pops up!
I whitelisted the pack for the brandmower and antivirus, did everything according to the manual, please help, I also participated in the beta test of the game, the very first one.

what is the exact error message?
can you screenshot it? for example use imgur.com and post a link
also make sure you have read+write permissions to the location you are installing it
try installing it directly to C:, D: etc drives, not into program files.
right click on RoR folder and untick read-only and apply to all files and folders

Try switch ur provider to a mobile one if u can afford large traffic.
My friends tell me there are no restrictions for ror traffic in Russia.

How did you download the game to begin with? I cant even download the base game from Russia. Apparently, the file hosting just can't be sure I won't use their stuff for war. Well, of course I was going to use it for WAR (Warhammer Age of Reckoning), perhaps even for WAAAGH!!! -_- It's all good though, since they ask for my understanding. -_-
