Make Moral off GCD

The title is clear, make morals off GCD again !
At least all except dmg moral if you're afraid of a big burst in the same second on a target.
Would be amazing if pots were off GCD AGAIN too but one thing at a time

sounds too strong in some situations. healer being able to FM without it costing a gcd is too strong, same as tank m4. good gcd management is a key part skill expression in this game that not many realize how important it is. gcdlocking yourself and dying as a result of spamming keys unnecessarily vs someone who plays their gcds properly so they don't get caught inside a gcd when **** hits the fan is a large skill indicator. same with pots tbh.
i would however prefer if they looked in to making more abilities in general off gcd, specifically in the case of career cooldowns, like they did with rampage.

How it is "Too Strong" to use FM or M4 tank off GCD ? We played like this for years before and in live server and it wasn't a problem. People are talking about it since they decide to put them ON GCD and we don't really understand why. It was powerful on Moral drop + channel but they could just put CGD on offensive morals.
For the part you're talking about gcdlocking, it's just wrong... you always need to decide what you can use, detaunt/Pots/AntiCC-Charge for melee for exemple. And having pots on CD makes it very hard to survive, even if you're not gcdlocked. Making it able to use "detaunt+first pot" "anti-cc+second pot" "Charge+absorb" is a way to survive an assist, not just using pots in the same place to DIE.
Healer in group have to put hot on everyone, so on an assist on his dps, he could be offgcd but need to use m2 before starting healing because without it his target is dead anyway, you can't predict who and when someone will get hit, so you will use m2 after a target start to go down, not before ! It's useless to keep it like that.
What abilities would you want to see them off gcd for exemple ?

you basically just wanna low skill ceiling of the game by making important things (morales and potions) off the gcd again so that people don't have to have good gcd management anymore and can keep mindlessly spamming their abilities without consequence. as for putting only offensive morales on gcd, that would just be janky and not feel good/make much sense.
imo it's the same idea about guard being on gcd for example, else you would have too much ease of accessibility in your gcds and your keypresses/decision making matters less. if m4 tank is off gcd then they can hit it at any time, they don't need to predict properly and save a gcd - thus lowering the skill element that comes from decision making in regards to your gcds.
also comparing to live is a very bad idea, since live was absolute trainwreck of awful imbalance and developers with 0 clue how to balance a pvp game (that's why it died so fast). so i wouldn't take ANYTHING from live and disregard anyone who says "but X+Y+Z on live!". we aren't playing live, this server has many many changes and unique design compared to live and it's much better off in many ways compared to how trash live was.

Its insane to me people think RoR is better balanced in any regard when comparing to live. There was a time in RoR 2017-2020 when this was somewhat true but man PETS dont work here. Also We had 8 skills to use in 10+ sec and now have 6 in same time. So there already is less abilities being used and having pots and morale on GCD espesially with this slower version of game dont make any sense.
How does it lower skill ceiling when you can actually react to things in time?

I forgot this post sorry, there is a lot of situation where you can't have a GOOD "decision making" just because moral/pots are on GCD so you CAN'T use them.
But it's amazing how you think that "GCD management" is what's make you skilled ! Plz Gersy, don't tell me you believe that xD

I think having morale off gdc would reward skilled players. I also would love guard off gcd.

Agree that morale should be off gcd. Morale should feel like an extra layer of powerful abilities rather than it being tied to the same gcd as all the rest of them. The fact that they all require morale to build up and have a 60sec cooldown is more than enough to balance them without also tying them to the gcd pool.
