Return of Reckoning

This quest "Hardly Fast" is timed (45 minutes) to complete 3 public events and get the 50% mount.

Problem 1 : there is noone at these spots so impossible to do them in 45 minutes.

Problem 2 : I managed to kill the boss but the quest didn't advanced, i'm still at 0/1 boss killed... I tried two times.

Any clue ?
Is there another way to get a 50% mount ?

We need to make it known better that the horse is not for t1 characters, I am thinking seriously about disabling the quest as it leads t1 toons down the wrong path thinking they can get a faster mount when they cant. Will bring this up later.

Emisary: So what is the purpose of this quest? Is it useful or not useful to do it?

The faster horse was meant for T2+ characters, who got debolstered when they entered T1 areas, and could only use the slow T1 mount. Debolster in T1 PvE areas has been removed, so the faster pony serves no functional purpose anymore as people can use their fastest mount.
