Unable to find Destro T2 Chaos Hidden Quest location

Could someone here please tell me the location of the Chaos t2 hidden quest for the Raven Enforcers Cloak? I have searched through ch 5 in Ostland to try and at least find the T2 epic quest from Brandr Hallsson, but he is nowhere in the area. I've searched all over Ostland and haven't been able to find any interactable objects or NPCs that give a T2 hidden quest. Any information regarding this quest to acquire the cloak would be greatly appreciated. A picture of the cloak is attached below.
