"+X% reduced armor penetration" means exactly the same as if your armor being (44 * X) higher.
For example, if you have 2000 armor value, with a 6% reduced armor penetration on top, it's like you now have 2000 + (44 * 6) = 2264 base armour against physical attacks, before armor penetration takes place.
You also can consider it the other way around, each percent of "reduced armor penetartion" bonus means your opponents are benefitting from 14 less weaponskill.
For example with your 6% reduced armor penetration, you can consider your opponents hitting you with (6 * 14) = 84 less weaponskill.

I think this is one of the most broken stats in this game, this is one of the reasons why regen rings are so strong, each one gives +2%, many don’t understand and think it’s only about regen

In fact, it's the strongest stat against physical damage. For example: I run around with 60%+ armor penetration buffed. When I've encountered tanks that stack reduce arpen (including senti jewel and lini, so over 20% reduce arpen), I just can't hurt them if they have just a bit of regen, but when I fight tanks with low reduce arpen I am able to kill them, even if they have regen. I have started stacking it a bit (9-11%) + the ancenstral inheritance IB tactic (+660 armor that stacks with pot) and I have experienced a big increase in my survivability.

That is incorrect. The full formula is:
enemy_penetration% = WS/14 + penentration% - reduced_armor_pen%
If his would be negative, it takes the value of 0.
If it would be higher than 100%, it takes the value of 100%.
Then,
Mitigation% = armor/44 * (1 - enemy_penetration%/100%)
Mitigation% has a hardcap of 75%. If it's higher than 75%, it gets set to 75%.
Damage taken% = 100 - Mitigation%

imo it's useless for non-tanks or wp/doks or SH with gas squig
you should count armor debuff here and 2k armor is almost nothing

It might has a bigger effect with like 3,5k armor on am/sham. Well, you can't take all possible -armor pen items and still reach such a high armor value.

So if I use everything that is available to me I have at my disposal I get unbuffed 548 toughness(788) buff 2441 armor anf reduce armor penetration 32% that is currently max what I have
