Voted in favour of more lenient bans. RoR is not exactly in a position to pick and choose it's player base, and ignore does exist.

Just keep increasing the duration of global mutes for those that break TOS and complain in chat.

Perma Ban all cheaters.
After three non cheating TOS breaks, perma ban. They will not change.

I'm sure cheating exists in this game, but I don't know what it looks like.

just a few years ago a BO named Orcboyz was using a odd speed cheat. He would warp a little forward.

Oh we still have that one around. Devs are usually saying its "client desync" but oddly enough, it only happens when certain people jump and they do that when they are getting pressured.

So far in the past few years I have seen 1: players speed hacking allowing them to move at faster then charge speeds while shared and not poping flee. 2: players not having a gcd allowing them to hit you multiple times in the same time stamp with normal full gcd attacks. 3: no cd on abilities my favorite example being a wl who had his pet out (so no loner) using pounce every gcd. 4: Reactions that can only be attributed to a script example being a caster m2 the moment (less then a quarter second) you hit them with any form of cc. There may be more but I'm a NA destro only player so I only get to really see around a 6th of the population's timestamps or odd movement.
In each case that I listed the player was banned or disappeared and it seemed that they could catch them faster as time went on.

so does this mean that Evil could potentially return?
