Return of Reckoning

hi , i was on my IB , i was lvl 11 , then i hit the lvl cap and went to 12 , BUT , i only got lvl 12 skills , my portrait still indicate lvl 11 , and i cant use my new ability , it says "i do not meet lvl requirement" ( since the system see me still as a lvl 11 ) , help plz
