Return of Reckoning

So what exactly is the point of this. I was happily doing all the quests at level 15 yesterday and then I ding 16 and cant even do a simple travel quest without dyeing to everything because I'm de-bolstered down to level 10 wtf. This really needs to be removed so you actually accomplish something in PVE.

Furthermore, I try to change weapons from great sword to sword and board and it wont allow me as the "level" is too high along will not allowing me to use health potions because there for level 11, which I got from the the damn quest giver.
