Return of Reckoning

With the introduction of the permament nerf to anyone above lvl 20 when entering the Sac dungeons (or the Order equivolent), all those new capital city quests that were implemented are more or less impossible to complete unless you bribe lower level characters to take you along on their own hinderance.
Is there a fix or a solution in the pipeline for that?
