Return of Reckoning

I have the odd issue that the action bars on one character can not get unlocked. Even resetting the UI did not fix this and some other UI issues on that character. What makes it odd is that only one character is affected by this bug.
The chat window looks weird too and many messages are no longer displayed. I checked the add-ons but they look similar to the one of all other characters. Disabling all add-ons did not help too.

Is the character sharing a profile from a different character?

Afaik not. I checked all my other characters and that one is the only one with that difference.

Still wondering if there is a fix for the other UI issues.
