Shadowlands Aesanar Messenger Location?

Looking for a more accurate location for the Aesanar Messenger location in Shadowlands, north of ch 7 camp. I have been up and down that road and cross country and cannot find him. Thank you.

FYI its the quest npc for the SM Heraldric Shield at lvl 18

Roughly 53k / 36k Shadowlands, he is standing up on a rocky outcrop that overlooks both the chapter camp and nearby mobs.
