Unable to learn any trade skills on a character

Hello! I wanted to learn cultivation skill, but currently unable to do so. Not just cultivation, any trade skills. When I talk to the trade skill trainer, he offers me the following dialogue:

After accepting the offer, nothing happens. Not with any other trainer either.
I don't know if this is related, but I have two strange skills in my skillbook that are exact copies of each other and do nothing:

Please help! I would really like to cultivate on this character in oder to supply myself with consumables for my PvP needs.
